The Bush Legacy: Lessons

In the Post, Bob Woodward, author of four books on President Bush -- "Bush at War," "Plan of Attack," "State of Denial" and "The War Within," provides 10 lessons that Obama and his team should take away from the Bush experience.

1. Presidents set the tone. Don't be passive or tolerate virulent divisions.

Instead of a team of rivals, Bush wound up with a team of back-stabbers with long-running, poisonous disagreements about foreign policy fundamentals.

2. The president must insist that everyone speak out loud in front of the others, even -- or especially -- when there are vehement disagreements.

Powell was right that to conclude that Saddam Hussein and Osama bin Laden did not work together. But Cheney and Powell did not have this crucial debate in front of the president -- even though such a discussion might have undermined one key reason for war. Cheney provided private advice to the president, but he was rarely asked to argue with others and test his case… This sort of derision undermined the administration's unity of purpose -- and suggests the nasty tone that can emerge when open debate is stifled by long-running feuds and personal hostility.

3. A president must do the homework to master the fundamental ideas and concepts behind his policies.

The president should not micromanage, but understanding the ramifications of his positions cannot be outsourced to anyone.

4. Presidents need to draw people out and make sure bad news makes it to the Oval Office.

Bush sometimes assumed he knew his aides' private views without asking them one-on-one. He made probably the most important decision of his presidency -- whether to invade Iraq -- without directly asking Powell, Rumsfeld or CIA Director George J. Tenet for their bottom-line recommendation. (Instead of consulting his own father, former president George H.W. Bush, who had gone to war in 1991 to kick the Iraqi army out of Kuwait, the younger Bush told me that he had appealed to a "higher father" for strength.)

5. Presidents need to foster a culture of skepticism and doubt.

Presidents and generals don't have to live on doubt. But they should learn to love it. "You should not be the parrot on the secretary's shoulder," said Marine Gen. James Jones, Obama's incoming national security adviser, to his old friend Gen. Peter Pace, who was then the chairman of the Joint Chiefs of Staff -- a group Jones thought had been "systematically emasculated by Rumsfeld." Doubt is not the enemy of good policy; it can help leaders evaluate alternatives, handle big decisions and later make course corrections if necessary.

6. Presidents get contradictory data, and they need a rigorous way to sort it out.

In 2004-06, the CIA was reporting that Iraq was getting more violent and less stable. By mid-2006, Bush's own NSC deputy for Iraq, Meghan O'Sullivan, had a blunt assessment of conditions in Baghdad: "It's hell, Mr. President." But the Pentagon remained optimistic and reported that a strategy of drawing down U.S. troops and turning security over to the Iraqis would end in "self-reliance" in 2009. As best I could discover, the president never insisted that the contradiction between "hell" and "self-reliance" be resolved.

7. Presidents must tell the hard truth to the public, even if that means delivering very bad news.

For years after the Iraq invasion, Bush consistently offered upbeat public assessments. That went well beyond the infamous "Mission Accomplished" banner that he admitted last Monday had been a mistake. "Absolutely, we're winning," the president said during an October 2006 news conference. "We're winning." His confident remarks came during one of the lowest points of the war, at a time when anyone with a TV screen knew that the war was going badly. On Feb. 5, 2005, as he was moving up from his first-term role as Rice's deputy to become national security adviser, Stephen J. Hadley had offered a private, confidential assessment of the problems of Bush's Iraq-dominated first term. "I give us a B-minus for policy development," he said, "and a D-minus for policy execution." The president later told me that he knew that the Iraq "strategy wasn't working." So how could the United States be winning a war with a failing strategy?

8. Righteous motives are not enough for effective policy.

"I believe we have a duty to free people," Bush told me in late 2003. I believe he truly wanted to bring democracy to Afghanistan and Iraq. In preparing his second inaugural address in 2005, for example, Bush told his chief speechwriter, Michael Gerson, "The future of America and the security of America depends on the spread of liberty." That got the idealistic Gerson so pumped that he set out to produce the foreign policy equivalent to Albert Einstein's unified field theory of the universe -- a 17-minute inaugural address in which the president said his goal was nothing less than "the ending of tyranny in our world."

But this high purpose often blinded Bush and his aides to the consequences of this mad dash to democracy. In 2005, for example, Bush and his war cabinet spent much of their time promoting free elections in Iraq -- which wound up highlighting the isolation of the minority Sunnis and setting the stage for the raging sectarian violence of 2006.

9. Presidents must insist on strategic thinking.

Only the president (and perhaps the national security adviser) can prod a reactive bureaucracy to think about where the administration should be in one, two or four years. Then detailed, step-by-step tactical plans must be devised to try to get there. It's easy for an administration to become consumed with putting out brush fires, which often requires presidential involvement. (Ask Obama how much time he's been spending on the Gaza war.) But a president will probably be judged by the success of his long-range plans, not his daily crisis management.

10. The president should embrace transparency. Some version of the behind-the-scenes story of what happened in his White House will always make it out to the public -- and everyone will be better off if that version is as accurate as possible.

On March 8, 2008, Hadley made an extraordinary remark about how difficult it has proven to understand the real way Bush made decisions. "He will talk with great authority and assertiveness," Hadley said. " 'This is what we're going to do.' And he won't mean it. Because he will not have gone through the considered process where he finally is prepared to say, 'I've decided.' And if you write all those things down and historians get them, [they] say, 'Well, he decided on this day to do such and such.' It's not true. It's not history. It's a fact, but it's a misleading fact."

Presidents should beware of such "misleading facts." They should run an internal, candid process of debate and discussion with key advisers that will make sense when it surfaces later. This sort of inside account will be told, at least in part, during the presidency. But the best obtainable version will emerge more slowly, over time, and become history.

Presidential Counsel

As the Post reports, it's becoming clear that Joe Biden may not necessarily have a portfolio in the new Administration other than the role of a counselor. An excerpt:

…While Mr. Obama has moved quickly to assemble his White House staff and the beginnings of a cabinet, he is lagging behind even the chronically late President Bill Clinton in bringing clarity to the role his vice president will play. So far, Mr. Biden has not been given a defined portfolio, the way Al Gore was given the environment and technology in 1992. And Mr. Obama’s aides say they do not expect Mr. Biden to assume the kind of muscular role that Vice President Dick Cheney has played over the last eight years, although he is expected to put out a number of fires.

“I’m sure that there will be discrete assignments over time,” said David Axelrod, a senior adviser to the president-elect. “But I think his fundamental role is as a trusted counselor. I think that when Obama selected him, he selected him to be a counselor and an adviser on a broad range of issues.”

…Mr. Biden seems to be adapting. He is hiring for his office, including a chief of staff, Ron Klain, who has worked with him since he was chairman of the Judiciary Committee in the 1990s. With Mr. Obama having settled on Senator Hillary Rodham Clinton as secretary of state, Mr. Biden, whose most recent Senate post was chairman of the Senate Foreign Relations Committee, has privately told people that he recognizes he will not be the point man on foreign policy. Mr. Biden has also interviewed candidates for chief economist, and associates say he is honing his economic credentials.

…Mr. Biden is spending most weekdays in Chicago, where he stays in a hotel and has lunch once a week with Mr. Obama. [He has also] been involved in cabinet and policy decisions, offering advice to the president-elect, aides said.

The lack of specificity stands in contrast to the more clearly defined role of Mr. Gore. Within days of Mr. Clinton’s election in 1992, advisers to the president-elect said Mr. Gore would be in charge of a broad initiative on science and technology, heralding what they promised would be a new era in which the government’s focus on making armaments would shift to fostering new civilian technologies and industries. By early December 1992, even before Mr. Clinton had made any cabinet appointments, Mr. Gore was out in front on the environment, issuing a statement calling for an investigation of a hazardous-waste incinerator and signaling that the administration planned an aggressive approach to enforcing environmental laws. During an interview with Gannett on Dec. 8, 1992, Mr. Clinton said Mr. Gore would have “certain specific responsibilities over and above” a general advisory role, including “lobbying the Congress on our program, especially in the health care area, dealing with issues related to the environment and technology.”

As for the relationship between Mr. Obama and Mr. Biden, aides to both men insist that the relationship is strong, with each man settling into his role.

“John the Careless”

In today’s Post, George Will on “John the Careless.”

From the invasion of Iraq to the selection of Sarah Palin, carelessness has characterized recent episodes of faux conservatism. Tuesday's probable repudiation of the Republican Party will punish characteristics displayed in the campaign's closing days. Some polls show that Palin has become an even heavier weight in John McCain's saddle than his association with George W. Bush. Did McCain, who seems to think that Palin's never having attended a "Georgetown cocktail party" is sufficient qualification for the vice presidency, lift an eyebrow when she said that vice presidents "are in charge of the United States Senate"?

She may have been tailoring her narrative to her audience of third-graders, who do not know that vice presidents have no constitutional function in the Senate other than to cast tie-breaking votes. But does she know that when Lyndon Johnson, transformed by the 1960 election from Senate majority leader into vice president, ventured to the Capitol to attend the Democratic senators' weekly policy luncheon, the new majority leader, Montana's Mike Mansfield, supported by his caucus, barred him because his presence would be a derogation of the Senate's autonomy?

Perhaps Palin's confusion about the office for which she is auditioning comes from listening to its current occupant. Dick Cheney, the foremost practitioner of this administration's constitutional carelessness in aggrandizing executive power, regularly attends the Senate Republicans' Tuesday luncheons. He has said jocularly that he is "a product" of the Senate, which pays his salary, and that he has no "official duties" in the executive branch. His situational constitutionalism has, however, led him to assert, when claiming exemption from a particular executive order, that he is a member of the legislative branch and, when seeking to shield certain of his deliberations from legislative inquiry, to say that he is a member of the executive branch.

Palin may be an inveterate simplifier; McCain has a history of reducing controversies to cartoons. A Republican financial expert recalls attending a dinner with McCain for the purpose of discussing with him domestic and international financial complexities that clearly did not fascinate the senator. As the dinner ended, McCain's question for his briefer was: "So, who is the villain?" McCain revived a familiar villain -- "huge amounts" of political money -- when Barack Obama announced that he had received contributions of $150 million in September. "The dam is broken," said McCain, whose constitutional carelessness involves wanting to multiply impediments to people who want to participate in politics by contributing to candidates -- people such as the 632,000 first-time givers to Obama in September.

Why is it virtuous to erect a dam of laws to impede the flow of contributions by which citizens exercise their First Amendment right to political expression? "We're now going to see," McCain warned, "huge amounts of money coming into political campaigns, and we know history tells us that always leads to scandal." The supposedly inevitable scandal, which supposedly justifies preemptive government restrictions on Americans' freedom to fund the dissemination of political ideas they favor, presumably is that Obama will be pressured to give favors to his September givers. The contributions by the new givers that month averaged $86.

One excellent result of this election cycle is that public financing of presidential campaigns now seems sillier than ever. The public has always disliked it: Voluntary and cost-free participation, using the check-off on the income tax form, peaked at 28.7 percent in 1980 and has sagged to 9.2 percent. The Post, which is melancholy about the system's parlous condition, says there were three reasons for creating public financing: to free candidates from the demands of fundraising, to level the playing field and "to limit the amount of money pouring into presidential campaigns."

The first reason is decreasingly persuasive because fundraising is increasingly easy because of new technologies such as the Internet. The second reason is, the Supreme Court says, constitutionally impermissible. Government may not mandate equality of resources among political competitors who earn different levels of voluntary support.

As for the third reason -- "huge amounts" (McCain) of money "pouring into" (The Post) presidential politics -- well: The Center for Responsive Politics calculates that, by Election Day, $2.4 billion will have been spent on presidential campaigns in the two-year election cycle that began in January 2007, and an additional $2.9 billion will have been spent on 435 House and 35 Senate contests. This $5.3 billion is a billion less than Americans will spend this year on potato chips.

Veepstakes: The Best and Worst

In its ongoing veepstakes series, the Fix provides an interesting breakdown of the best and worst vice presidential selections in US campaign history.

THE BEST

5. Joe Lieberman (2000): The Connecticut Senator, back when he was still a Democrat, gave a historic feel (because of his faith) to the Democratic ticket and helped Al Gore "win" Florida.

4. Dick Cheney (2000): Surely our most controversial pick but remember that at the time Cheney was seen as giving George W. Bush much-needed gravitas.

3. Walter Mondale (1976): Jimmy Carter was a little known Southern governor about whom many in the Washington establishment had real concerns. In picking Mondale, a veteran insider, Carter not only allayed those doubts but gave himself a boost in national polls.

2. Al Gore (1992): Gore reaffirmed the idea that the election hinged on a generational choice between the youthful Bill Clinton and the aging George H.W. Bush. Gore also went on to reinvent the responsibilities of the vice president.

1. Lyndon Johnson (1960): John F. Kennedy didn't much like Johnson (the feeling was mutual) but knew the Texas senator was the key to winning the South. The pick was made and Johnson delivered his home region.

THE WORST

5. Dan Quayle (1988): Bad press seemed to cling to the Indiana Senator. From mispelling "potato" to his inexplicable war against "Murphy Brown," Quayle never seemed to be able to get out of his own way.

4. Andrew Johnson (1865): Picked by Abraham Lincoln in order to show a unified front to the nation, Johnson came drunk to his own inauguration and promptly insulted any number of dignitaries in attendance with his speech.

3. Thomas Eagleton (1972): Sen. George McGovern (S.D.) picked Eagleton, a Missouri senator, after several more high-profile choices turned him down. It turned out to be a huge mistake as revelations that Eagleton had been hospitalized for depression forced him off the ticket.

2. Aaron Burr (1800): Although not "picked" by Jefferson -- until the Twelfth Amendment was ratified in 1804, the candidate with the second most electoral votes became vice president -- Burr shot and killed Alexander Hamilton while in office. Nuff said.

1. Spiro Agnew (1968): Richard Nixon spent much of his first term trying to figure out how to kick Agnew, a former Maryland governor, off the ticket in 1972. Agnew did the deed himself in 1973 when he resigned amid federal charges of bribery and corruption.

Toxic Support

In the Politico, Jonathan Martin asks the question “What should McCain do about Cheney?” An excerpt:

He’s a highly effective fundraiser in an election cycle in which Republicans are starved for cash, a hero to the wing of the party that views John McCain with the most suspicion. He has four decades of campaign experience, ranging from a short stint running Gerald Ford’s election bid in 1976 to two successful races on the presidential ticket.

Yet despite that pedigree, Vice President Cheney is unlikely to share a stage with McCain anytime soon — and may not be called on to play any role at all in the 2008 presidential campaign. In part, it’s a reflection of political expediency. Though Cheney is one of the nation’s most influential and talked about vice presidents ever, his favorability ratings are near toxic lows. But Cheney and McCain also have had a rocky relationship.
Rahm Emmanuel offers his two cents:

“The last time they put him on the road was for the Mississippi special, and look at how he worked there. I look forward to and I will pay the travel fees to put Vice President Cheney out on the road to talk about energy policy. Because it will remind this country of where this administration has been and who their friends are. And their friends are doing very well.”

Bush-McCain Politics as Usual

The President’s sudden interest in the Middle East peace process last year was clearly nothing more than a desperate political ploy to allow him to say, like many Presidents before him, that he tried. It was naïve, it was contrary to his previous seven years of indifference to the issue, and it was obviously far too little, far too late. But before the Knesset on the 60th anniversary of the state of Israel, surely the President would use the opportunity to speak of healing old wounds and bringing opposing sides together in the name of peace. Far from it.

Instead, he chose to engage in fear-mongering, to create divisions back home, and to discredit an American presidential candidate in the eyes of a foreign government. In doing so, he inexcusably took a political shot at Barack Obama by not only insinuating that he was naïve and weak but by also calling him as an appeaser, not unlike those who allowed the rise of Hitler and Nazi Germany. That's right, he engaged in partisan domestic politics while addressing a foreign government, and, in criticizing his political opponent, made a Hitler analogy in the heart of Israel. So much for “politics stops at the water’s edge!”

Washington Post: It is bad enough that Republicans use the politics of personal destruction here at home, but to deploy that kind of political weapon at an occasion as solemn as an American president addressing the parliament of a friendly government marks a new low.
Despite the absurdity and inappropriateness of the President’s comments, it may actually benefit Barack Obama. After all, the Democrats should take every opportunity they can to talk about the failed Bush-McCain foreign policy of the last 7 years because it’s an important distinction in this election. It’s the Bush policy that has emboldened Iran and it is the Bush approach to foreign policy and other issues that has polarized the country. McCain offers more of the same while Obama, agree or disagree with his policy, offers a new approach that is sorely needed.

On this issue, Obama's approach and mindset are reflective of Presidential foreign policy luminaries such as Kennedy (“We should never negotiate out of fear, but we should never fear to negotiate”), Nixon (see China), and Regan (see Soviet Union), and are supported by most foreign policy experts and many in the President’s own administration, including the Secretary of State and the Secretary of Defense. The President's rhetoric highlights the past flaws and current missteps of Bush-McCain Republicans and highlights the vastly different way they approach the issues of our time. Americans are ready to move on.

President Bush: "Some seem to believe we should negotiate with the terrorists and radicals, as if some ingenious argument will persuade them they have been wrong all along. We have heard this foolish delusion before. As Nazi tanks crossed into Poland in 1939, an American senator declared: 'Lord, if only I could have talked to Hitler, all of this might have been avoided.' We have an obligation to call this what it is - the false comfort of appeasement, which has been repeatedly discredited by history."

Barack Obama: "It is sad that President Bush would use a speech to the Knesset on the 6Oth anniversary of Israel's independence to launch a false political attack. It is time to turn the page on eight years of policies that have strengthened Iran and failed to secure America or our ally Israel. Instead of tough talk and no action, we need to do what Kennedy, Nixon and Reagan did and use all elements of American power - including tough, principled, and direct diplomacy - to pressure countries like Iran and Syria. George Bush knows that I have never supported engagement with terrorists, and the President's extraordinary politicization of foreign policy and the politics of fear do nothing to secure the American people or our stalwart ally Israel."

Senator Joe Biden’s informal statement: “This is bullshit. This is malarkey. This is outrageous. Outrageous for the president of the United States to go to a foreign country, sit in the Knesset…and make this kind of ridiculous statement. He’s the guy who’s weakened us. He’s the guy that’s increased the number of terrorists in the world. His policies have produced this vulnerability the United States has. His intelligence community pointed that out not me. The NIE has pointed that out and what are you talking about, is he going to fire Condi Rice? Condi Rice has talked about the need to sit down. So his first two appeasers are Rice and Gates. I hope he comes home and does something.”

Senator Joe Biden’s formal statement: “There is an emerging, ugly pattern in this campaign that is deeply disturbing and also terribly damaging to our national security. Three weeks ago, the presumptive Republican nominee for President said: “I think it's very clear who Hamas wants to be the next president of the United States. So apparently has Danny Ortega and several others… If Senator Obama is favored by Hamas, I think people can make judgments accordingly.”

In recent days, his surrogates have repeated that outrageous statement. And now, today, the President of the United States, speaking in the Israeli Knesset, had this to say: “Some seem to believe we should negotiate with terrorists and radicals, as if some ingenious argument will persuade them they have been wrong all along… We have heard this foolish delusion before. As Nazi tanks crossed into Poland in 1939, an American Senator declared: 'Lord, if only I could have talked to Hitler, all of this might have been avoided.' We have an obligation to call this what it is — the false comfort of appeasement, which has been repeatedly discredited by history.”

White House aides told reporters on background that the President’s remarks are a reference to calls by Senator Obama and other Democrats for the U.S. president to engage countries like Iran. This kind of political attack rhetoric masquerading as policy is exactly why we’re in such trouble around the world, why we’re less secure and our adversaries are stronger. Instead of trying to fool the American people and demonize Democrats, the President should be spending his time trying to get us out of the hole he’s dug.

I try to refrain from criticizing a President when he’s traveling. But for the President to leave the country and unleash a political attack on Barack Obama and Democrats cannot go unanswered. We are not going to tolerate long distance swift boating. The President said that a willingness to talk to adversaries like Iran is a ‘foolish delusion’ and alleged that those who advocate engagement offer ‘the false comfort of appeasement.’ If the President really believes that, I assume that the first thing he will do when he gets home is to fire his cabinet. His own Secretary of Defense and Secretary of State favor negotiations with Iran.

For example, Secretary Gates said just yesterday: “We need to figure out a way to develop some leverage… and then sit down and talk with them. If there is going to be a discussion, then they need something, too. We can’t go to a discussion and be completely the demander, with them not feeling they need anything from us.”

Secretary Rice last year repeatedly called for negotiations on Iran’s nuclear program:

February 25, 2007: “We’re leaving open the track of negotiations because the best way to resolve this would be for Iran to come to the table.”

October 12, 2007: “The whole purpose… is to convince Iran that the best way to achieve its stated goal of civil nuclear power is to engage in negotiations… the United States has made it clear that [if Iran suspends enrichment] we would reverse 28 years of American policy and engage fully in discussions with Iran… about anything Iran wants to put on the table. I would close by saying I think the question is not, as I’ve been asked sometimes, ‘why will the United States not talk to Iran?’ The question really is: ‘why will Iran not talk to the United States?”

And of course, this is a President who made a deal with Libya’s leader Qadafi and writes polite letters to Kim Jong Il in North Korea. Under George Bush’s watch, it’s Iran, not freedom that has been on the march: Iran is much closer to the bomb now than it was seven years ago; Iran’s influence in Iraq has gone from zero to sixty because this President’s misguided war gave Shi’ite religious parties inspired and nurtured by Iran a path to power and opened the door to Tehran. When Iran’s President goes to Iraq, our ally there, Prime Minister Maliki, embraces him on both cheeks. Whose policy produced that?; Iran’s terrorist proxy Hezbollah is ascendant.

And beyond Iran, the world has become a much more dangerous place for America because of the failures of this administration’s foreign policy. According to our own intelligence services, Al Qaeda in Afghanistan and Pakistan – the people who actually attacked us on 09-11 – is stronger now than at any time since 9-11 and planning new attacks. Around the world, terrorist recruitment is on the rise and there were more attacks in 2007 than in 2006, and more attacks in 2006 than in 2005.Hamas – which came to power in elections the administration insisted take place -- controls Gaza and launches rockets at Israel every day. Lebanon is on the verge of civil war.

And of course, 140,000 American troops remain stuck in Iraq with no end in sight. In short, under George Bush, the entire Middle East has become more dangerous and the United States and our allies, including Israel, less secure. His policy has been an abject failure. So for him to call those who rightly see the need for change ‘appeasers’ is truly delusional. For him to do it abroad is disgraceful. I believe that as we rally our allies and Russia and China to increase pressure on Iran to end its dangerous nuclear program, we also have to do much more to reach out to Iran – including through direct talks. That’s the best way to exploit cracks within the ruling elite and between Iran’s rulers and its people, who are struggling economically and stifled politically.


The Iranian people need to know that their government, not the United States, is choosing confrontation over cooperation. The President’s saber rattling is the most self-defeating policy imaginable. It forces Iranians who despise the regime to rally behind their leaders and spurs instability in the Middle East, which adds to the price of oil, with the proceeds going right into Tehran’s pockets. The worst nightmare for a regime that thrives on isolation and tension is an America ready, willing and able to engage. And by the way, since when has talking removed the word “no” from our vocabulary? It’s amazing how little faith this administration has in the power of America’s ideas and ideals.”

House Speaker Nancy Pelosi: "We have a protocol . . . around here that we don't criticize the president when he is on foreign soil. One would think that that would apply to the president, that he would not criticize Americans when he is on foreign soil. I think what the president did in that regard is beneath the dignity of the office of president and unworthy of our representation at that observance in Israel."

Senate Majority Leader Harry Reid: “Not surprisingly, the engineer of the worst foreign policy in our nation’s history has fired yet another reckless and reprehensible round. More than seven years into his Presidency and in the sixth year of the directionless Iraq war, President Bush has yet to learn that his brand of divisive partisan rhetoric is precisely what has made America and our allies less secure. And for the President to make this statement before the government of our closest ally as it celebrates a remarkable milestone demeans this historic moment with partisan politics.

“President Bush’s own actions demonstrate that he believes negotiations – at the right moment, under the right conditions and with the right leaders – can both show strength and produce results. He has relied on negotiations with North Korea and Libya, two state sponsors of terror. And by conducting discussions with Russia, China, Libya, North Korea and Iran in recent years, President Bush has demonstrated his belief that negotiations can be a tool to advance America and Israel’s national security interests. I call on the President to explain the inconsistency between his Administration’s actions and his words today.”

"The belief that somehow communications and positions and willingness to sit down and have serious negotiations need to be done in a face to face fashion as Senator Obama wants to do, which then enhances the prestige of a nation that's a sponsor of terrorists and is directly responsible for the deaths of brave young Americans, I think is an unacceptable position, and shows that Senator Obama does not have the knowledge, the experience, the background to make the kind of judgments that are necessary to preserve this nation's security."

John McCain in 2008: "Yes, there have been appeasers in the past. The president is absolutely right." Asked whether he thought Obama was one of them, he said he didn't know. He didn't know!

John McCain in 2006: When asked "Do you think that American diplomats should be operating the way they have in the past, working with the Palestinian government if Hamas is now in charge?" McCain answered: "They're the government; sooner or later we are going to have to deal with them, one way or another, and I understand why this administration and previous administrations had such antipathy towards Hamas because of their dedication to violence and the things that they not only espouse but practice, so . . . but it's a new reality in the Middle East. I think the lesson is people want security and a decent life and decent future, that they want democracy. Fatah was not giving them that."

Given that exchange, the new John McCain might say that Hamas should be rooting for the old John McCain to win the presidential election. The old John McCain, it appears, was ready to do business with a Hamas-led government, while both Clinton and Obama have said that Hamas must change its policies toward Israel and terrorism before it can have diplomatic relations with the United States. Even if McCain had not favored doing business with Hamas two years ago, he had no business smearing Barack Obama. But given his stated position then, it is either the height of hypocrisy or a case of political amnesia for McCain to inject Hamas into the American election.

In 2006, in advance of the midterm elections, Vice President Dick Cheney and then-Defense Secretary Donald H. Rumsfeld invoked the analogy as a line of attack against critics of the war in Iraq. Then, as now, it was controversial.

The Green Light

A fascinating article in this month’s Vanity Fair explores the following question:

The abuse, rising to the level of torture, of those captured and detained in the war on terror is a defining feature of the presidency of George W. Bush. Its military beginnings, however, lie not in Abu Ghraib, as is commonly thought, or in the “rendition” of prisoners to other countries for questioning, but in the treatment of the very first prisoners at Guantánamo. Starting in late 2002 a detainee bearing the number 063 was tortured over a period of more than seven weeks. In his story lies the answer to a crucial question: How was the decision made to let the U.S. military start using coercive interrogations at Guantánamo?
Former Attorney General John Ashcroft: "Why are we talking about this in the White House? History will not judge this kindly."

Senator Ted Kennedy: "Who would have thought that in the United States of America in the 21st century, the top officials of the executive branch would routinely gather in the White House to approve torture? Dashing for Daylight

In the New York Times, Maureen Dowd takes about the current split in the Democratic party - between those dashing from the darkness and those embracing it. An excerpt:
Hillary Clinton denounced Dick Cheney as Darth Vader, but she did not absorb the ultimate lesson of the destructive vice president: Don’t become so paranoid that you let yourself be overwhelmed by a dark vision…

Darkness seeking darkness. It’s an exhausting specter, and the reason that Tom Daschle, Ted Kennedy, Claire McCaskill and so many other Democrats are dashing for daylight and trying to break away from the pathological Clinton path. “I think we should never be derisive about somebody who has the ability to inspire,” Senator McCaskill told David Gregory on MSNBC on Tuesday. “You know, we’ve had some dark days in this democracy over the last seven years, and today the sun is out. It is shining brightly. I watch these kids, these old and young, these black and white, 20,000 of them, pour into our dome in St. Louis Saturday night, and they feel good about being an American right now. And I think that’s something that we have to
capture.”

Hillary’s strategist Mark Penn argued last week that because the voters have “very limited information” about Obama, the Republican attack machine would tear him down and he would lose the support of independents. Then Penn tried to point the way to negative information on Obama, just to show that Obama wouldn’t be able to survive Republicans pointing the way to negative information…

Better the devil you know than the diffident debutante you don’t. Better to go with the Clintons, with all their dysfunction and chaos - the same kind that fueled the Republican hate machine - than to risk the chance that Obama would be mauled like a chew toy in the general election. Better to blow off all the inspiration and the young voters, the independents and the Republicans that Obama is attracting than to take a chance on something as ephemeral as hope. Now that’s Cheney-level paranoia…

The relentless Hillary has been the reticent Obama’s tutor in the Political School for Scandal. He is learning how to take a punch and give one back. When she presents her mythic narrative, the dragon she has slain is the Republican attack machine. Obama told me he doesn’t think about mythic narratives, and Tuesday night in Chicago he was reaching up for “a hymn that will heal this nation and repair the world.”

But, if he wants to be president, he will still have to slay the dragon. And his dragon is the Clinton attack machine, which emerged Tuesday night, not invincible but breathing fire.

The Silence of a Father

There was a good read by Ruth Marcus in the Post this weekend. The topic was Mary Cheney, the Vice President’s openly-gay and pregnant daughter. Normally, I subscribe to the school of thought that says family members of politicians are off-limits. However, I also believe there are certain circumstances when their words or their actions deserve some scrutiny because of their significance. Mary Cheney is a good example.

I think that most reasonable people would agree that it’s perfectly legitimate for gay men and women (or family members of gay men and women) to identify themselves as members of the Republican Party. Perhaps the policies in which they subscribe, those considered traditionally conservative, fall more under the Republican ideological umbrella. That's understandable.

What I can't understand, and what I find both hypocritical and immoral (and perhaps masochistic) is when those same men and women support candidates and elected officials in their party who claim (generally with religious justification) that they or their loved ones are lesser people simply because of their sexual preference. Beyond any comprehension, it happens time and time again.

Marcus writes: “My only regret about Mary Cheney's pregnancy is that it didn't happen earlier - say, during the 2004 presidential race, when Cheney was working for her father's campaign and his running mate was busy trying to write discrimination against people like her into the Constitution. Imagine a hugely pregnant Mary Cheney sitting in the vice president's box at the convention. Imagine Cheney and her partner, Heather Poe, cuddling their newborn onstage at the victory celebration. How perfectly that would have illustrated the clanging disconnect between the Republican Party's outmoded intolerance and the benign reality of gay families today.”

And if you think the Vice President’s daughter is off-limits to members of his party, think again. Take for instance Alan Keyes, the Illinois ’04 Republican Senatorial candidate. After characterizing homosexuality as "selfish hedonism," Keyes was asked if his assertion meant that Mary Cheney was "a selfish hedonist." Without blinking an eye, he replied "Of course she is. That goes by definition." When asked, the Cheneys simply said they chose not to dignify the statement with a response. Keep in mind that it was a statement made by the Republican Party’s candidate for U.S. Senate in one of our nation’s most populous states.

In the Senate itself, Rick Santorum once claimed that outlawing same-sex marriage and protecting "traditional" marriage was the ultimate homeland security. During that same debate, Senator Jim Inhofe pointed to a picture of his family and claimed “As you see here, and I think this is maybe the most important prop we'll have during the entire debate, my wife and I have been married 47 years. We have 20 kids and grandkids. I'm really proud to say that in the recorded history of our family, we've never had a divorce or any kind of a homosexual relationship.” Now that is something to be proud of!

While the rhetoric and literature used on the campaign trail is nothing short of appalling, the demonizing of homosexuals in the United States Congress is a tragic illustration of how an uncivil and intolerant mentality has become institutionalized, mostly amongst Members of the Vice-President’s own party. To me, it seems a perfect opportunity for him, particularly given his elected office and personal situation, to speak out and provide much-needed moral clarity on such a divisive issue.

Instead of condemning intolerance for what it is, calling off the attack dogs, and defending the dignity of his daughter, he chooses to place a higher priority on winning elections. Throughout his deafening silence, the defamation continues. Because of that defamation, thousands of men and women are forced to secretly live in shame because they are called immoral, and are forced to live in fear because others claim they are a threat to you and your family. While the words of a Vice President couldn’t change things over night, the words of a loving father would be a good first step.

As Marcus ponders, “Perhaps Cheney's high-profile pregnancy will help the Republican Party come to grips with those facts of life. If not, though, she's going to have to explain to her child what mommy was doing trying to help a party that doesn't believe in fairness for families like theirs.”

Cheney v. Congress, Round II

Finally pushed over the edge, Charlie Rangel lost it in today's New York Post and called a spade a spade. In this case, calling Dick Cheney a "real son of a bitch". It was the latest, and most personal, Democratic response to Cheney's traveling circus, a.k.a. the smear and fear campaign of '06. A couple excerpts from Congressman Rangel:

"He's such a real son of a bitch, he just enjoys a confrontation," Rangel fumed, describing himself as "warm and personable." Rangel said Cheney may need to go to "rehab" for "whatever personality deficit he may have suffered."

...Asked whether he was resurrecting over-the-top charges he made last year that he believes Cheney is mentally ill, Rangel cracked, "I don't think he's shot anyone in the face lately, so I'll give him the benefit of the doubt."

But don't feel too bad for Mr. Cheney because he's fired his fair share of personal potshots. And after all, at least Rangel wasn't defaming an elected official in the halls of Congress when he unleashed his tirade.
