The Good
* For eight years, Congress stopped Bush proposals for a new generation of nuclear weapons, including small nuclear weapons, the Nuclear Bunker Buster (Robust Nuclear Earth Penetrator) and the Reliable Replacement Warhead.
*The Bush Administration did not resume nuclear testing and did not withdraw the U.S. signature from the Comprehensive Test Ban Treaty. The U.S. has not conducted a nuclear explosive test since 1992.
* Congress made some reductions in missile defense money and placed severe restrictions on the third missile defense site in Europe.
* After six years of refusing to talk with North Koreans and that country testing a nuclear device, the Administration has negotiated for the past two years and achieved some progress.
* In 2008, in one of the few instances in which we were able to cooperate with the Bush Administration, our community worked with the Administration to ensure funding was included in a Supplemental Appropriations Bill to help North Korea proceed with its end of the bargain. Congress approved $53 million for energy assistance to the Pyongyang regime and authorized another $10 million for dismantlement work.
* The four horsemen, Kissinger, Schultz, Perry and Nunn, have created the space for moving towards a world free of nuclear weapons that both Obama and McCain endorsed during the 2008 campaign.
* There was no war with Iran.
* Congress refused to fund the administration's plan to build a new facility to produce annually 125 to 200 plutonium "triggers" or pits for nuclear weapons; at one time, the Administration planned to produce 450 plutonium pits per year. Congress drastically cut funding for reprocessing U.S. and foreign nuclear waste as part of a Global Nuclear Energy Partnership (GNEP) program.
* Congress rejected a Pentagon request to put conventional warheads on Trident nuclear-powered submarines.
The Bad* The Bush Administration refused to request Congress approve ratification of the Comprehensive Test Ban Treaty.
* The U.S.-India nuclear deal was approved and undermined anti-proliferation efforts.
* The Administration abrogated the 1972 Anti-Ballistic Missile Treaty and began deployment of National Missile Defense in Alaska and California despite insufficient testing and no evidence that the system would work in realistic situations.
* The Administration undermined the Nuclear Non-Proliferation Treaty by walking back from key promises the United States made in 1995 and 2000.
* The war in Iraq has continued for six years, and Congress was unable to end it.
* There were virtually no negotiations with Iran.
* There were eight years of unilateralism.
* The military budget has skyrocketed by 86% since 2001.
* Arms sales have dramatically increased. The United States’ share of the world arms trade has risen from 40 percent of arms deliveries in 2000 to nearly 52 percent in 2006. U.S. weapons exports rose about 45 percent to $33.7 billion in FY08, the highest total since 1993.
* The U.S. has failed to pay all its dues to the United Nations. In March 2008, the U.S. was $1.6 billion behind in its treaty obligations to the United Nations. The U.S.’s failure to pay its bills on time and in full could have a negative impact on key UN operations, including jeopardizing the 19 peacekeeping missions around the world.
* Congress continues to fund Cold War-era weapons systems, such as the F-22 Raptor, Virginia-class submarine and the V-22 Osprey, that have little purpose in the current security environment.
* The Administration’s Nuclear Posture Review expanded the possible use of nuclear weapons to counter terrorists and chemical and biological weapons attacks, and walked back from promises not to threaten to attack non-nuclear weapon states with nuclear weapons.
The Ugly* The Treaty of Moscow (SORT) produced inadequate reductions in Russian and American nuclear weapons with no verification and excess weapons on storage.
* The was some progress made helping the former Soviet states dismantle nuclear weapons and nuclear delivery systems and safeguard their nuclear materials, but the Administration tried to cut funding for the program more than once. Congress added funding during several years and removed some bureaucratic restrictions that had hampered the program.
* Congress launched two reevaluations of U.S. nuclear weapons policy, but the Perry-Schlesinger commission may be too divided to produce any productive conclusions.
* The Bush administration has used the supplemental funding process to an alarming degree to fund ongoing military operations in Iraq and Afghanistan that sets a dangerous precedent for the future and threatens to further weaken the already-flawed federal budgeting process.
* The weak Proliferation Security Initiative only established a framework, which can be built upon, to stop the spread of sensitive nuclear technologies and fissile material, specifically when these items are being transported.

The Bush Legacy: Lessons
1. Presidents set the tone. Don't be passive or tolerate virulent divisions.
Instead of a team of rivals, Bush wound up with a team of back-stabbers with long-running, poisonous disagreements about foreign policy fundamentals.
2. The president must insist that everyone speak out loud in front of the others, even -- or especially -- when there are vehement disagreements.
Powell was right that to conclude that Saddam Hussein and Osama bin Laden did not work together. But Cheney and Powell did not have this crucial debate in front of the president -- even though such a discussion might have undermined one key reason for war. Cheney provided private advice to the president, but he was rarely asked to argue with others and test his case… This sort of derision undermined the administration's unity of purpose -- and suggests the nasty tone that can emerge when open debate is stifled by long-running feuds and personal hostility.
3. A president must do the homework to master the fundamental ideas and concepts behind his policies.
The president should not micromanage, but understanding the ramifications of his positions cannot be outsourced to anyone.
4. Presidents need to draw people out and make sure bad news makes it to the Oval Office.
Bush sometimes assumed he knew his aides' private views without asking them one-on-one. He made probably the most important decision of his presidency -- whether to invade Iraq -- without directly asking Powell, Rumsfeld or CIA Director George J. Tenet for their bottom-line recommendation. (Instead of consulting his own father, former president George H.W. Bush, who had gone to war in 1991 to kick the Iraqi army out of Kuwait, the younger Bush told me that he had appealed to a "higher father" for strength.)
5. Presidents need to foster a culture of skepticism and doubt.
Presidents and generals don't have to live on doubt. But they should learn to love it. "You should not be the parrot on the secretary's shoulder," said Marine Gen. James Jones, Obama's incoming national security adviser, to his old friend Gen. Peter Pace, who was then the chairman of the Joint Chiefs of Staff -- a group Jones thought had been "systematically emasculated by Rumsfeld." Doubt is not the enemy of good policy; it can help leaders evaluate alternatives, handle big decisions and later make course corrections if necessary.
6. Presidents get contradictory data, and they need a rigorous way to sort it out.In 2004-06, the CIA was reporting that Iraq was getting more violent and less stable. By mid-2006, Bush's own NSC deputy for Iraq, Meghan O'Sullivan, had a blunt assessment of conditions in Baghdad: "It's hell, Mr. President." But the Pentagon remained optimistic and reported that a strategy of drawing down U.S. troops and turning security over to the Iraqis would end in "self-reliance" in 2009. As best I could discover, the president never insisted that the contradiction between "hell" and "self-reliance" be resolved.
7. Presidents must tell the hard truth to the public, even if that means delivering very bad news.
For years after the Iraq invasion, Bush consistently offered upbeat public assessments. That went well beyond the infamous "Mission Accomplished" banner that he admitted last Monday had been a mistake. "Absolutely, we're winning," the president said during an October 2006 news conference. "We're winning." His confident remarks came during one of the lowest points of the war, at a time when anyone with a TV screen knew that the war was going badly. On Feb. 5, 2005, as he was moving up from his first-term role as Rice's deputy to become national security adviser, Stephen J. Hadley had offered a private, confidential assessment of the problems of Bush's Iraq-dominated first term. "I give us a B-minus for policy development," he said, "and a D-minus for policy execution." The president later told me that he knew that the Iraq "strategy wasn't working." So how could the United States be winning a war with a failing strategy?
8. Righteous motives are not enough for effective policy.
"I believe we have a duty to free people," Bush told me in late 2003. I believe he truly wanted to bring democracy to Afghanistan and Iraq. In preparing his second inaugural address in 2005, for example, Bush told his chief speechwriter, Michael Gerson, "The future of America and the security of America depends on the spread of liberty." That got the idealistic Gerson so pumped that he set out to produce the foreign policy equivalent to Albert Einstein's unified field theory of the universe -- a 17-minute inaugural address in which the president said his goal was nothing less than "the ending of tyranny in our world."
But this high purpose often blinded Bush and his aides to the consequences of this mad dash to democracy. In 2005, for example, Bush and his war cabinet spent much of their time promoting free elections in Iraq -- which wound up highlighting the isolation of the minority Sunnis and setting the stage for the raging sectarian violence of 2006.
9. Presidents must insist on strategic thinking.
Only the president (and perhaps the national security adviser) can prod a reactive bureaucracy to think about where the administration should be in one, two or four years. Then detailed, step-by-step tactical plans must be devised to try to get there. It's easy for an administration to become consumed with putting out brush fires, which often requires presidential involvement. (Ask Obama how much time he's been spending on the Gaza war.) But a president will probably be judged by the success of his long-range plans, not his daily crisis management.
10. The president should embrace transparency. Some version of the behind-the-scenes story of what happened in his White House will always make it out to the public -- and everyone will be better off if that version is as accurate as possible.
On March 8, 2008, Hadley made an extraordinary remark about how difficult it has proven to understand the real way Bush made decisions. "He will talk with great authority and assertiveness," Hadley said. " 'This is what we're going to do.' And he won't mean it. Because he will not have gone through the considered process where he finally is prepared to say, 'I've decided.' And if you write all those things down and historians get them, [they] say, 'Well, he decided on this day to do such and such.' It's not true. It's not history. It's a fact, but it's a misleading fact."
Presidents should beware of such "misleading facts." They should run an internal, candid process of debate and discussion with key advisers that will make sense when it surfaces later. This sort of inside account will be told, at least in part, during the presidency. But the best obtainable version will emerge more slowly, over time, and become history.

Clarke on the Bush Record
There wasn't a second 9/11? That's obviously true, but it misses the point. First, we must remember that Al Qaeda terrorists are patient, deliberate planners who often wait years between strikes. Second, there was the first 9/11 - and it happened on Bush's watch. Without rehashing the entire 9/11 Commission Report, the historical record is pretty clear by now that Bush did virtually nothing about the repeated warnings to him that those cataclysmic attacks were coming. Unfortunately, I can personally attest to that as well.
...Bush saved American lives? Tell that to the families of the 4,200 U.S. military personnel who have perished in the needless war in Iraq. While they served heroically and deserve the great thanks of the American people, the tragic truth is that they were engaged in a war we should not have been fighting and which was sold to the Congress, the media and American people with exaggerated and even false claims.
...Let George Bush keep pushing the buttons on the spin machine. That cannot change the facts. His administration's actions on terrorism, including Iraq, killed many more Americans than U.S. intelligence agencies saved in the past eight years

After years of watching American leadership crumble under the weight of bad decisions made in a White House shuttered to all debate, President-elect Barack Obama’s national security team is a relief. Starting with the selection of Hillary Rodham Clinton, his former rival, as secretary of state, the president-elect has displayed his usual self-confidence. Declaring that he prizes “strong personalities and strong opinions,” Mr. Obama, who has limited foreign-policy experience, showed that he wants advisers with real authority who will not be afraid to disagree with him — two traits disastrously lacking in President Bush’s team.The Post:
…Both the selection of Mr. Gates and the appointment of General Jones should ease Mr. Obama’s early relations with the Pentagon. The military’s leaders tend to lean Republican and often mistrust presidents who do not have any military service, as they initially did with Mr. Clinton. Whenthe United States is fighting two wars, good ties with the military are crucial. Mr. Obama seems to have already scored points by reaching out to important commanders, like Gen. David Petraeus. There is no underestimating the challenges facing Mr. Obama, and he will need a strong team to help him. [His choices thus far] are a strong start.
Barack Obama’s announcement of his national security team immediately prompted questions about whether he had created a "team of rivals" who would spend as much time feuding as formulating policy. That strikes us as unlikely. True, Secretary of State-designate Hillary Rodham Clinton and Defense Secretary Robert M. Gates are Washington heavyweights with their own strong views about foreign policy and national defense, while incoming national security adviser Gen. James L. Jones has been NATO commander. If Susan E. Rice, nominated as U.S. ambassador to the United Nations, has a relatively lighter résumé, she compensates by having the closest personal relationship with the president-elect, whom she served during the campaign.Former Bush speechwriter, Michael Gerson, offers his thoughts on Obama's "Team of Centrists:"
…Mr. Gates, Ms. Clinton and Gen. Jones have also all questioned Mr. Obama's 16-month timetable for withdrawing from Iraq and underlined the need to end the war without touching off a surge of violence in the country. Mr. Obama appears to be tacking toward their position: While he reaffirmed his 16-month timeline yesterday, he also said his "number-one priority is making sure that our troops remain safe in this transition phase and that the Iraqi people are well served by a government that is taking on increased responsibility for its own security." While it's possible those priorities could be upheld during a 16-month withdrawal, most likely Mr. Obama's own team will press him for greater flexibility.
The president-elect said yesterday that he favors "strong personalities and strong opinions" around him in part because this prevents "groupthink." But groupthink may still be a danger on this team. Eager to correct the perceived errors of the Bush administration, Mr. Obama and his appointees are heavily invested in the notion that better diplomacy can answer Iran's drive for a nuclear weapon, ease the threat of terrorism from Pakistan and maybe even solve the Arab-Israeli conflict. We hope they are right. If they are wrong, particularly about Iran, someone in this group will need to speak up.
It is a lineup generous in its moderation, astonishing for its continuity, startling for its stability. A defense secretary, Robert Gates, who once headed the George Bush School of Government and Public Service at Texas A&M. A secretary of state, Hillary Clinton, who supported the invasion of Iraq, voted to label the Iranian Revolutionary Guard a terrorist organization and called direct, unconditional talks with Iran "irresponsible and frankly naive." A national security adviser, retired Gen. James Jones, most recently employed at the U.S. Chamber of Commerce, who served as a special adviser to the Bush administration on the Middle East. A Treasury secretary, Timothy Geithner, who is one of Henry Paulson's closest allies outside the administration. A head of the Council of Economic Advisers, Christina Romer, whose writings and research seem to favor low tax rates, stable money and free trade.Even Henry Kissinger is getting into the act, providing his thoughts on the “Team of Heavyweights:”
It is tempting for conservatives to crow -- or liberals to lament -- that Barack Obama's victory has somehow produced John McCain's administration. But this partisan reaction trivializes some developments that, while early and tentative, are significant. First, these appointments add evidence to a debate about the political character of the president-elect himself. Conservatives have generally feared that Obama is a closet radical. He has uniformly voted with liberal interests and done nothing to justify a reputation for centrism.
Until now. Obama's appointments reveal not just moderation but maturity -- magnanimity to past opponents, a concern for continuity in a time of war and economic crisis, a self-confidence that allows him to fill gaps in his own experience with outsize personalities, and a serious commitment to incarnate his rhetoric of unity. …Whatever the caveats, Obama is doing something marvelously right: He is disappointing the ideologues. This is more than many of us hoped -- and it is causing some of us to raise our hopes in Obama again.
President-elect Barack Obama has appointed an extraordinary team for national security policy. On its face, it violates certain maxims of conventional wisdom: that appointing to the Cabinet individuals with an autonomous constituency, and who therefore are difficult to fire, circumscribes presidential control; that appointing as national security adviser, secretary of state and secretary of defense individuals with established policy views may absorb the president's energies in settling disputes among strong-willed advisers.
It took courage for the president-elect to choose this constellation and no little inner assurance -- both qualities essential for dealing with the challenge of distilling order out of a fragmenting international system. In these circumstances, ignoring conventional wisdom may prove to have been the precondition for creativity. Both Obama and the secretary of state-designate, Sen. Hillary Clinton, must have concluded that the country and their commitment to public service require their cooperation.
…No one has ever been appointed national security adviser who had the command experience of retired Gen. James L. Jones, the former head of the Marine Corps and NATO commander. Inevitably, the facilitating function of the security adviser will be accompanied by a role in policymaking based on a vast, almost unique, experience.
...The continuation in office of Robert Gates as secretary of defense is an important balancing element in that process. Alone among the key players, he is at the end, not the beginning, of his policy contribution. Having agreed to stay on in a transitional role, he cannot be interested in the jockeying that accompanies all new administrations. The incoming administration must have appointed him with the awareness that he would not reverse his previous convictions. He must make the difficult adjustment from one administration to another -- a tribute to the nonpartisan nature of the conduct of his office in the Bush administration. He is a guarantor of continuity but also the shepherd of necessary innovation.
Process is no substitute for substance, of course. But even with this caveat, the new national security team encourages the hope that America is moving beyond its divisions to its opportunities.

A Military for a Dangerous New World
Troops and equipment are so overtaxed by President Bush’s disastrous Iraq war that the Pentagon does not have enough of either for the fight in Afghanistan, the war on terror’s front line, let alone to confront the next threats. This is intolerable, especially when the Pentagon’s budget, including spending on the two wars, reached $685 billion in 2008. That is an increase of 85 percent in real dollars since 2000 and nearly equal to all of the rest of the world’s defense budgets combined. It is also the highest level in real dollars since World War II.
To protect the nation, the Obama administration will have to rebuild and significantly reshape the military. We do not minimize the difficulty of this task. Even if money were limitless, planning is extraordinarily difficult in a world with no single enemy and many dangers. The United States and its NATO allies must be able to defeat the Taliban and Al Qaeda in Afghanistan — and keep pursuing Al Qaeda forces around the world. Pentagon planners must weigh the potential threats posed by Iran’s nuclear ambitions, an erratic North Korea, a rising China, an assertive Russia and a raft of unstable countries like Somalia and nuclear-armed Pakistan. And they must have sufficient troops, ships and planes to reassure allies in Asia, the Middle East and Europe.
The goal is a military that is large enough and mobile enough to deter enemies. There must be no more ill-founded wars of choice like the one in Iraq. The next president must be far more willing to solve problems with creative and sustained diplomacy. But this country must also be prepared to fight if needed. To build an effective military the next president must make some fundamental changes.
More ground forces: We believe the military needs the 65,000 additional Army troops and the 27,000 additional marines that Congress finally pushed President Bush into seeking. That buildup is projected to take at least two years; by the end the United States will have 759,000 active-duty ground troops. That sounds like a lot, especially with the prospect of significant withdrawals from Iraq. But it would still be about 200,000 fewer ground forces than the United States had 20 years ago, during the final stages of the cold war. Less than a third of that expanded ground force would be available for deployment at any given moment.
Military experts agree that for every year active-duty troops spend in the field, they need two years at home recovering, retraining and reconnecting with their families, especially in an all-volunteer force. (The older, part-time soldiers of the National Guard and the Reserves need even more). The Army has been so badly stretched, mainly by the Iraq war, that it has been unable to honor this one-year-out-of-three rule. Brigades have been rotated back in for second and even third combat tours with barely one year’s rest in between. Even then, the Pentagon has still had to rely far too heavily on National Guard and Reserve units to supplement the force. The long-term cost in morale, recruit quality and readiness will persist for years. Nearly one-fifth of the troops — some 300,000 men and women — have returned from Iraq and Afghanistan reporting post-traumatic stress disorders.
The most responsible prescription for overcoming these problems is a significantly larger ground force. If the country is lucky enough to need fewer troops in the field over the next few years, improving rotation ratios will still help create a higher quality military force.
New skills: America still may have to fight traditional wars against hostile regimes, but future conflicts are at least as likely to involve guerrilla insurgencies wielding terror tactics or possibly weapons of mass destruction. The Pentagon easily defeated Saddam Hussein’s army. It was clearly unprepared to handle the insurgency and then the fierce sectarian civil war that followed.
The Army has made strides in training troops for “irregular warfare.” Gen. David Petraeus has rewritten American counterinsurgency doctrine to make protecting the civilian population and legitimizing the indigenous government central tasks for American soldiers. The new doctrine gives as much priority to dealing with civilians in conflict zones (shaping attitudes, restoring security, minimizing casualties, restoring basic services and engaging in other “stability operations”) as to combat operations.
Every soldier and marine who has served in Iraq or Afghanistan has had real world experience. But the Army’s structure and institutional bias are still weighted toward conventional war-fighting. Some experts fear that, as happened after Vietnam, the Army will in time reject the recent lessons and innovations. For the foreseeable future, troops must be schooled in counterinsurgency and stability operations as well as more traditional fighting. And they must be prepared to sustain long-term operations. The military also must field more specialized units, including more trainers to help friendly countries develop their own armies to supplement or replace American troops in conflict zones. It means hiring more linguists, training more special forces, and building expertise in civil affairs and cultural awareness.
Maintain mobility: In an unpredictable world with no clear battle lines, the country must ensure its ability — so-called lift capacity — to move enormous quantities of men and material quickly around the world and to supply them when necessary by sea. Except in Iraq and Afghanistan, the Pentagon has reduced its number of permanent overseas bases as a way to lower America’s profile. Between 2004 and 2014, American bases abroad are expected to decline from 850 to 550. The number of troops permanently based overseas will drop to 180,000, down from 450,000 in the 1980s.
Much of the transport equipment is old and wearing out. The Pentagon will need to invest more in unglamorous but essential aircraft like long-haul cargo planes and refueling tankers. The KC-X aerial tanker got caught up in a messy contracting controversy. The new administration must move forward on plans to buy 179 new planes in a fair and open competition. China is expanding its deep-water navy, much to the anxiety of many of its neighbors. The United States should not try to block China’s re-emergence as a great power. Neither can it cede the seas. Nor can it allow any country to interfere with vital maritime lanes.
America should maintain its investment in sealift, including Maritime Prepositioning Force ships that carry everything marines need for initial military operations (helicopter landing decks, food, water pumping equipment). It must also restock ships’ supplies that have been depleted for use in Iraq. One 2006 study predicted replenishment would cost $12 billion plus $5 billion for every additional year the marines stayed in Iraq. The Pentagon needs to spend more on capable, smaller coastal warcraft — the littoral combat ship deserves support — and less on blue water fighting ships.
More rational spending: What we are calling for will be expensive. Adding 92,000 ground troops will cost more than $100 billion over the next six years, and maintaining lift capacity will cost billions more. Much of the savings from withdrawing troops from Iraq will have to be devoted to repairing and rebuilding the force. Money must be spent more wisely.If the Pentagon continues buying expensive weapons systems more suited for the cold war, it will be impossible to invest in the armaments and talents needed to prevail in the future. There are savings to be found — by slowing or eliminating production of hugely expensive aerial combat fighters (like the F-22, which has not been used in the two current wars) and mid-ocean fighting ships with no likely near-term use. The Pentagon plans to spend $10 billion next year on an untested missile defense system in Alaska and Europe. Mr. Obama should halt deployment and devote a fraction of that budget to continued research until there is a guarantee that the system will work.
The Pentagon’s procurement system must be fixed. Dozens of the most costly weapons program are billions of dollars over budget and years behind schedule. Killing a weapons program, starting a new one or carrying out new doctrine — all this takes time and political leadership. President Obama will need to quickly lay out his vision of the military this country needs to keep safe and to prevail over 21st century threats.

Hagel Unplugged
Appearing at a forum at the Johns Hopkins School of Advances International Studies, the outgoing Nebraska Republican leveled harsh criticism at his own party, the lack of intellectual curiosity among some of his colleagues, the Bush administration's handling of nearly every aspect of governance and -- perhaps most bitingly-- the conservative radio voices that often dictate the GOP agenda.
"We are educated by the great entertainers like Rush Limbaugh," said Hagel, sarcastically referencing the talk radio host who once called him "Senator Betrayus." "You know, I wish Rush Limbaugh and others like that would run for office. They have so much to contribute and so much leadership and they have an answer for everything. And they would be elected overwhelmingly," he offered. "[The truth is] they try to rip everyone down and make fools of everybody but they don't have any answers."
It wasn't all an exercise in unloading pent-up frustrations. Hagel offered praise for Robert Gates -- creating the impression that he would like the current Pentagon chief to remain at the post once President-elect Barack Obama takes office. He also deflected questions about whether he would serve in the Obama administration or what he thought of the possibility of Hillary Clinton at Secretary of State. Moreover, Hagel offered what amounted to an hour-long plea for the next administration and Congress to reconfigure the way it works together and within the international framework when it comes to foreign affairs.
"Eighty-seven percent of the American people said America is going in the wrong direction," said Hagel. "You don't need to know another number about anything, and so the election was pretty predictable: the American people don't like what is going on... they want us to start doing what leaders are expected to do, address the problems, find some consensus to governing. Get along. There will be disagreements, sure... but in the end we can't hold ourselves captives to this raw, partisan, political paralysis."
But the truly memorable bits came when -- unrestrained by formalities -- he deployed a sharp tongue while riffing on the GOP. Reflecting on the Bush administration, Hagel, one of the earliest critics of the Iraq war, held back few punches. "Yes, there have been some differences and some pretty significant ones in [the Republican Party]. But when you ask the question: 'Has [our approach] worked? I don't think many people will say it has worked," he said, adding later: "God knows I would never question the quality of our elected officials, that's why I'm so popular with many of them."
The main thrust of his critiques was aimed not at any individual specifically, but at a closed-off mindset that he believed had taken hold of Republican politics and, consequently, the GOP's approach to foreign policy. "Engagement is not appeasement," he said. " Diplomacy is not retreat. Somehow too many in this town and in this country have disconnected all of that.” Later in the question-and-answer session, he offered an example to illustrate this quip, gently mocking those officials and voters who, for one reason or another, had problems with things from France or people who were Muslim.
"There is always going to be a certain know-nothing element to democracy," said Hagel. "That is their choice. But in a world that is so vitally interconnected, it does help if you try to understand the other side... Ask them: 'What is it that scares you about the French so much?'"

“John the Careless”
From the invasion of Iraq to the selection of Sarah Palin, carelessness has characterized recent episodes of faux conservatism. Tuesday's probable repudiation of the Republican Party will punish characteristics displayed in the campaign's closing days. Some polls show that Palin has become an even heavier weight in John McCain's saddle than his association with George W. Bush. Did McCain, who seems to think that Palin's never having attended a "Georgetown cocktail party" is sufficient qualification for the vice presidency, lift an eyebrow when she said that vice presidents "are in charge of the United States Senate"?
She may have been tailoring her narrative to her audience of third-graders, who do not know that vice presidents have no constitutional function in the Senate other than to cast tie-breaking votes. But does she know that when Lyndon Johnson, transformed by the 1960 election from Senate majority leader into vice president, ventured to the Capitol to attend the Democratic senators' weekly policy luncheon, the new majority leader, Montana's Mike Mansfield, supported by his caucus, barred him because his presence would be a derogation of the Senate's autonomy?
Perhaps Palin's confusion about the office for which she is auditioning comes from listening to its current occupant. Dick Cheney, the foremost practitioner of this administration's constitutional carelessness in aggrandizing executive power, regularly attends the Senate Republicans' Tuesday luncheons. He has said jocularly that he is "a product" of the Senate, which pays his salary, and that he has no "official duties" in the executive branch. His situational constitutionalism has, however, led him to assert, when claiming exemption from a particular executive order, that he is a member of the legislative branch and, when seeking to shield certain of his deliberations from legislative inquiry, to say that he is a member of the executive branch.
Palin may be an inveterate simplifier; McCain has a history of reducing controversies to cartoons. A Republican financial expert recalls attending a dinner with McCain for the purpose of discussing with him domestic and international financial complexities that clearly did not fascinate the senator. As the dinner ended, McCain's question for his briefer was: "So, who is the villain?" McCain revived a familiar villain -- "huge amounts" of political money -- when Barack Obama announced that he had received contributions of $150 million in September. "The dam is broken," said McCain, whose constitutional carelessness involves wanting to multiply impediments to people who want to participate in politics by contributing to candidates -- people such as the 632,000 first-time givers to Obama in September.Why is it virtuous to erect a dam of laws to impede the flow of contributions by which citizens exercise their First Amendment right to political expression? "We're now going to see," McCain warned, "huge amounts of money coming into political campaigns, and we know history tells us that always leads to scandal." The supposedly inevitable scandal, which supposedly justifies preemptive government restrictions on Americans' freedom to fund the dissemination of political ideas they favor, presumably is that Obama will be pressured to give favors to his September givers. The contributions by the new givers that month averaged $86.
One excellent result of this election cycle is that public financing of presidential campaigns now seems sillier than ever. The public has always disliked it: Voluntary and cost-free participation, using the check-off on the income tax form, peaked at 28.7 percent in 1980 and has sagged to 9.2 percent. The Post, which is melancholy about the system's parlous condition, says there were three reasons for creating public financing: to free candidates from the demands of fundraising, to level the playing field and "to limit the amount of money pouring into presidential campaigns."
The first reason is decreasingly persuasive because fundraising is increasingly easy because of new technologies such as the Internet. The second reason is, the Supreme Court says, constitutionally impermissible. Government may not mandate equality of resources among political competitors who earn different levels of voluntary support.
As for the third reason -- "huge amounts" (McCain) of money "pouring into" (The Post) presidential politics -- well: The Center for Responsive Politics calculates that, by Election Day, $2.4 billion will have been spent on presidential campaigns in the two-year election cycle that began in January 2007, and an additional $2.9 billion will have been spent on 435 House and 35 Senate contests. This $5.3 billion is a billion less than Americans will spend this year on potato chips.

McCain vs. McCain
That was the fabled McCain who wooed reporters with nonstop rolling press conferences about the Straight Talk Express, who electrified independent votersShapiro lays out the four steps that McCain should have taken.
in the New Hampshire primary with his clarion call for political reform and who late in the campaign denounced Jerry Falwell and Pat Robertson as "agents of intolerance." Make no mistake, McCain 2000 was an unabashed hawk ("rogue-state rollback" was his bellicose mantra) who never deviated from conservative orthodoxy on abortion (though he did give off the impression that rolling back Roe v. Wade was about 993rd on his list of life ambitions). Whether that candidate was the authentic McCain or an impromptu confection whipped up for a gullible press corps, the result was one of the most beguiling losing campaigns in modern political history.
This time around, the septuagenarian Arizona senator shrewdly (or cynically) decided from the outset that he would get right -- very right-wing -- with the Republican base. In mid-2006, when he still dreamed of replicating the front-runner juggernaut of the Bush campaigns, McCain paid homage to Falwell himself by giving the commencement address at Liberty University. Even though McCain was one of only two Republican senators to oppose the Bush tax cuts (liberal Lincoln Chafee was the other), he implausibly championed the cause of making them permanent. McCain presumably believed that these sharp policy reversals were necessary to win the GOP nomination. But, in truth, McCain triumphed because fortune looked his way with a broad grin…
While alternative history is inherently speculative, a reasonable case can be made that McCain could have won the 2008 Republican nomination even if he had not pandered to Falwell and had not abandoned his fiscal conservatism to compete with Romney on taxes. The victory formula would have been built around McCain's biography, his unorthodox style, his unstinting support for the surge in Iraq and the general feeling that eight years earlier the GOP made a tragic mistake with Bush. In short, McCain could have come out of the GOP primaries prepared to run against Obama as a true maverick rather than a generic Republican railing against socialism.
Run as a deficit hawk: A major reason why McCain has appeared so inept in the face of the financial meltdown is that he lacks a coherent economic philosophy. It defies logic that McCain could simultaneously be so outraged by congressional earmarks and so cavalier about giveaways in the tax code. Green eyeshade budget arithmetic may not make economic sense on the cusp of a deep recession, but it does appeal to traditional conservatives alarmed that the national debt has doubled under Bush. Remember McCain was a candidate who said during the 2000 Republican primaries, "I won't take every dime of the surplus and spend it on tax cuts that mostly benefit the wealthy." The Arizona senator also opposed the Medicare prescription drug bill because there was no way to finance it. A McCain tough on tax cuts and frugal about unfunded domestic programs might have had the credibility to turn his crusade against pork-barrel spending into a true test of political character.
Remember that Karl Rove drove the GOP to ruin: The Rovian philosophy that presidential politics revolves around mobilizing the conservative base in 2004 came within 120,000 votes in Ohio of costing Bush the White House. And that was when the Republican brand and Bush himself were comparatively popular. From the Falwell folly to the Sarah Palin pyrotechnics, McCain (the Sequel) has been far too politically obsessed with worrying about what social conservatives think of him. The answer should have been obvious -- the evangelicals and home-schoolers prefer McCain to Obama, if unenthusiastically. Rather than trying to arouse the base with ominous references to Bill Ayers, McCain should have realized early on that such shrill tactics do not play well with independents and moderates who were his original presidential constituency. As far as declaring war on the New York Times and shunning the reporters who once lionized him, that tactic only makes political sense if McCain's ultimate goal is to win an anchor job on Fox News when the campaign is over.
Risk a convention walkout over the V.P.: Behind-the-scenes reports hint that McCain picked Palin in pique over warnings that the GOP delegates would rebel over the selection of apostate Democrat Joe Lieberman or even pro-choice Pennsylvania Republican Tom Ridge. Campaign strategists are so afraid of televised controversy that they never considered that the best way to demonstrate political independence is to actually do something bold when the entire nation is watching. Had McCain taken on the social conservatives in a convention floor fight, voters would still be talking about the GOP nominee's maverick moxie. At the 1948 Democratic convention Harry Truman (aka McCain's patron saint) stared down a Dixiecrat walkout over the party's civil rights plank. At a time when Palin's picture will soon appear next to the metaphorical definition of albatross, it is clear that McCain should have taken his lumps with Lieberman or risked a ruckus over Ridge. Even Romney would have allowed McCain to argue that Obama is not ready for the rigors of the Oval Office without triggering derisive laughter.
Repeat and repeat: "I am not George Bush": Yes, McCain finally uttered those magic words during the final debate. And he ripped into Bush for his initial blundering conduct of the Iraq occupation, his doubling of the national debt and his neglect of climate change in an off-message post-debate interview with the conservative Washington Times. But this is pretty late in the game to break with a president whose performance in office is given a thumbs-down rating by three-quarters of the voters. McCain's belated criticisms are akin to Thomas Jefferson writing the Declaration of Independence in 1815. As McCain knows well, there is a persuasive conservative case to be made against Bush for his free-spending big-government fiscal recklessness, for his trampling of constitutional norms (from vice-presidential sanctioned torture to White House signing statements) and for his record of incompetence from New Orleans to Baghdad. Instead of wasting time at the GOP convention on chants of "Drill, baby, drill," that was the moment to try out cries of "Bye, Bush, bye." If all the loyal Bushies stayed home in November in protest, McCain might lose as many as a dozen Texas votes in the greater Crawford metroplex.
The Bush stigma may be so indelible that it is possible that not even the return of Ronald Reagan could save the 2008 GOP nominee from voter backlash. But unlike, say, Adlai Stevenson or Barry Goldwater, McCain probably cannot even derive satisfaction from knowing that he ran an uplifting campaign in an impossible political climate. That is the apparent problem with McCain's Faustian bargain -- it has brought him neither honor nor votes. McCain (the Original) might not be winning right now, but the odds are that the race would be far closer in 2004 Democratic states like New Hampshire, Pennsylvania, Wisconsin and Minnesota. If nothing else, the candidate who led the McCain Mutiny in 2000 might be going out as a Happy Warrior not as a political chameleon who has lost any sense of his true identity.

An Interview with Teddy Roosevelt
Q. Happy birthday, Mr. President! Or do you prefer being called Colonel?
ROOSEVELT I’ve had the title of president once — having it twice means nothing except peril to whatever reputation I achieved the first time.
Q. “Colonel,” then. Do you think the Congress elected two years ago as a foil to the Bush administration has fulfilled its mandate?
A. I am heartsick over the delay, the blundering, the fatuous and complacent inefficiency and the effort to substitute glittering rhetoric for action.
Q. Do you blame the House Democratic majority?
A. A goodly number of senators, even of my own party, have shown about as much backbone as so many angleworms.
Q. I hope that doesn’t include the pair running for the presidency! What do you think of Senator John McCain? He often cites you as a role model.
A. He is evidently a man who takes color from his surroundings.
Q. Weren’t you just as unpredictable in your time?
A. (laughing) They say that nothing is as independent as a hog on ice. If he doesn’t want to stand up, he can lie down.
Q. Mr. McCain has always prided himself on his independence. At least, until he began to take direction from chief executives and retired generals —
A. But the signs now are that these advisers have themselves awakened to the fact that they have almost ruined him.
Q. Does his vow to give Joe the Plumber a tax break remind you of Reaganomics?
A. This is merely the plan, already tested and found wanting, of giving prosperity to the big men on top, and trusting to their mercy to let something leak through to the mass of their countrymen below — which, in effect, means that there shall be no attempt to regulate the ferocious scramble in which greed and cunning reap the largest rewards.
Q. In Washington today, Colonel, you’re increasingly seen as the father of centralized, executive, regulatory control.
A. Great corporations exist only because they are created and safeguarded by our institutions; and it is therefore our right and duty to see that they work in harmony with these institutions.
Q. Especially now that we’ve seen the end of another age of laissez-faire economics?
A. These new conditions make it necessary to shackle cunning, as in the past we have shackled force. The vast individual and corporate fortunes, the vast combinations of capital —
Q. Even vaster in your day! John D. Rockefeller was richer than Bill Gates, dollar for dollar.
A. Quite right. (He dislikes being interrupted.) And please, let this now be as much of a monologue as possible.
Q. Excuse me, you were saying that vast combinations of capital...
A. ... create new conditions, and necessitate a change from the old attitude of the state and the nation toward the rules regulating the acquisition and untrammeled business use of property.
Q. So you approve of the federal bailout?
A. I think we have got to face the fact that such an increase in governmental control is now necessary.
Q. Should we condone the huge severance packages paid to executives of rescued corporations?
A. There is need in business, as in most other forms of human activity, of the great guiding intelligences. Their places cannot be supplied by any number of lesser intelligences. It is a good thing that they should have ample recognition, ample reward. But we must not transfer our admiration to the reward instead of to the deed rewarded; and if what should be the reward exists without the service having been rendered, then admiration will come only from those who are mean of soul.
Q. So we should withhold our envy of Richard Fuld, the chairman of Lehman Brothers, for taking home half a billion before his company went down?
A. Envy and arrogance are the two opposite sides of the same black crystal.
Q. Extraordinary image, Colonel. What’s your impression of Barack Obama?
A. Unless I am greatly mistaken, the people have made up their mind that they wish some new instrument.
Q. You’re not afraid that he’s primarily a man of words? Like Woodrow Wilson, whom you once called a “Byzantine logothete”?
A. It is highly desirable that a leader of opinion in a democracy should be able to state his views clearly and convincingly.
Q. Not Mr. McCain’s strong point!
A. Some excellent public servants have not the gift at all, and must rely upon their deeds to speak for them; and unless the oratory does represent genuine conviction, based on good common sense and able to be translated into efficient performance, then the better the oratory the greater the damage to the public it deceives.
Q. Mr. McCain might argue that his life of service and suffering is eloquence enough. Have you read his autobiography?
A. I should like to have it circulated as a tract among an immense multitude of philanthropists, congressmen, newspaper editors, publicists, softheaded mothers and other people of sorts who think that life ought to consist of perpetual shrinking from effort, danger and pain.
Q. Has Mr. Obama not suffered too? Not at the heroic level of Mr. McCain, but in transcending centuries of race prejudice to become a viable presidential candidate — only to be nearly stopped by Hillary Clinton!
A. I think that he has learned some bitter lessons, and that independently of outside pressure he will try to act with greater firmness, and to look at things more from the standpoint of the interests of the people, and less from that of a technical lawyer —
Q. “Technical,” Colonel? He took his law degree straight onto the streets of Chicago and applied it to social problems.
A. He may and probably will turn out to be a perfectly respectable president, whose achievements will be disheartening compared with what we had expected, but who nevertheless will have done well enough to justify us in renominating him — for you must remember that to renominate him would be a very serious thing, only to be justified by really strong reasons.
Q. He doesn’t have Mr. McCain’s foreign policy experience. As president, how would he personify us around the world?
A. It always pays for a nation to be a gentleman.
Q. There’ll be Joe Biden to counsel him, of course. Assuming Mr. Obama can keep track of what he’s saying.
A. (laughing) You can’t nail marmalade against a wall.
Q. Talking of foreign policy, what do you think of Mr. McCain’s choice of a female running mate?
A. Times have changed (sigh). It is entirely inexcusable, however, to try to combine the unready hand with the unbridled tongue.
Q. How will you feel if Sarah Palin is elected?
A. I shall feel exactly the way a very small frog looks when it swallows a beetle the size of itself, with extremely stiff legs.
Q. What’s your impression of President Bush these days?
A. (suddenly serious) He looks like Judas, but unlike that gentleman has no capacity for remorse.
Q. Is that the best you can say of him?
A. I wish him well, but I wish him well at a good distance from me.
Q. One last question, Colonel. If you were campaigning now, would you still call yourself a Republican?
A. (after a long pause) No.
An Unsolicited Endorsement
“Al Qaeda will have to support McCain in the coming election,” read a commentary on a password-protected Islamist Web site that is closely linked to Al Qaeda and often disseminates the group’s propaganda.For a campaign that has repeatedly claimed that Hamas appears to prefer Barack Obama, this endorsement certainly provided an awkward turn of events. But, as Kristof notes, the “endorsement of McCain by a Qaeda-affiliated Web site isn’t a surprise to security specialists.” In fact, it’s clear that the animosity generated by the foreign policy of George W. Bush, and wholeheartedly championed by John McCain, has actually been the biggest recruitment tool for al-Qaeda and various terrorist organizations around the world.
An American president who keeps troops in Iraq indefinitely, fulminates about Islamic terrorism, inclines toward military solutions and antagonizes other nations is an excellent recruiting tool. In contrast, an African-American president with a Muslim grandfather and a penchant for building bridges rather than blowing them up would give Al Qaeda recruiters fits.
During the cold war, the American ideological fear of communism led us to mistake every muddle-headed leftist for a Soviet pawn. Our myopia helped lead to catastrophe in Vietnam. In the same way today, an exaggerated fear of “Islamofascism” elides a complex reality and leads us to overreact and damage our own interests. Perhaps the best example is one of the least-known failures in Bush administration foreign policy: Somalia.
Today, Somalia is the world’s greatest humanitarian disaster, worse even than Darfur or Congo. The crisis has complex roots, and Somali warlords bear primary blame. But Bush administration paranoia about Islamic radicals contributed to the disaster.
Somalia has been in chaos for many years, but in 2006 an umbrella movement called the Islamic Courts Union seemed close to uniting the country. The movement included both moderates and extremists, but it constituted the best hope for putting Somalia together again. Somalis were ecstatic at the prospect of having a functional government again. Bush administration officials, however, were aghast at the rise of an Islamist movement that they feared would be uncooperative in the war on terror. So they gave Ethiopia, a longtime rival in the region, the green light to invade, and Somalia’s best hope for peace collapsed.
“A movement that looked as if it might end this long national nightmare was derailed, in part because of American and Ethiopian actions,” said Ken Menkhaus, a Somalia expert at Davidson College. As a result, Islamic militancy and anti-Americanism have surged, partly because Somalis blame Washington for the brutality of the Ethiopian occupiers. “There’s a level of anti-Americanism in Somalia today like nothing I’ve seen over the last 20 years,” Professor Menkhaus said. “Somalis are furious with us for backing the Ethiopian intervention and occupation, provoking this huge humanitarian crisis.”
Patrick Duplat, an expert on Somalia at Refugees International, the Washington-based advocacy group, says that during his last visit to Somalia, earlier this year, a local mosque was calling for jihad against America — something he had never heard when he lived peacefully in Somalia during the rise of the Islamic Courts Union. “The situation has dramatically taken a turn for the worse,” he said. “The U.S. chose a very confrontational route early on. Who knows what would have happened if the U.S. had reached out to moderates? But that might have averted the disaster we’re in today.”
The greatest catastrophe is the one endured by ordinary Somalis who now must watch their children starve. But America’s own strategic interests have also been gravely damaged. The only winner has been Islamic militancy. That’s probably the core reason why Al Qaeda militants prefer a McCain presidency: four more years of blindness to nuance in the Muslim world would be a tragedy for Americans and virtually everyone else, but a boon for radical groups trying to recruit suicide bombers.
Barack Obama for President
Hyperbole is the currency of presidential campaigns, but this year the nation’s future truly hangs in the balance.
The United States is battered and drifting after eight years of President Bush’s failed leadership. He is saddling his successor with two wars, a scarred global image and a government systematically stripped of its ability to protect and help its citizens — whether they are fleeing a hurricane’s floodwaters, searching for affordable health care or struggling to hold on to their homes, jobs, savings and pensions in the midst of a financial crisis that was foretold and preventable.
As tough as the times are, the selection of a new president is easy. After nearly two years of a grueling and ugly campaign, Senator Barack Obama of Illinois has proved that he is the right choice to be the 44th president of the United States.
Mr. Obama has met challenge after challenge, growing as a leader and putting real flesh on his early promisesof hope and change. He has shown a cool head and sound judgment. We believe he has the will and the ability to forge the broad political consensus that is essential to finding solutions to this nation’s problems.
In the same time, Senator John McCain of Arizona has retreated farther and farther to the fringe of American politics, running a campaign on partisan division, class warfare and even hints of racism. His policies and worldview are mired in the past. His choice of a running mate so evidently unfit for the office was a final act of opportunism and bad judgment that eclipsed the accomplishments of 26 years in Congress.
Given the particularly ugly nature of Mr. McCain’s campaign, the urge to choose on the basis of raw emotion is strong. But there is a greater value in looking closely at the facts of life in America today and at the prescriptions the candidates offer. The differences are profound. Mr. McCain offers more of the Republican every-man-for-himself ideology, now lying in shards on Wall Street and in Americans’ bank accounts. Mr. Obama has another vision of government’s role and responsibilities.
In his convention speech in Denver, Mr. Obama said, “Government cannot solve all our problems, but what it should do is that which we cannot do for ourselves: protect us from harm and provide every child a decent education; keep our water clean and our toys safe; invest in new schools and new roads and new science and technology.” Since the financial crisis, he has correctly identified the abject failure of government regulation that has brought the markets to the brink of collapse.
The Economy
The American financial system is the victim of decades of Republican deregulatory and anti-tax policies. Those ideas have been proved wrong at an unfathomable price, but Mr. McCain — a self-proclaimed “foot soldier in the Reagan revolution” — is still a believer. Mr. Obama sees that far-reaching reforms will be needed to protect Americans and American business.
Mr. McCain talks about reform a lot, but his vision is pinched. His answer to any economic question is to eliminate pork-barrel spending — about $18 billion in a $3 trillion budget — cut taxes and wait for unfettered markets to solve the problem.
Mr. Obama is clear that the nation’s tax structure must be changed to make it fairer. That means the well-off Americans who have benefited disproportionately from Mr. Bush’s tax cuts will have to pay some more. Working Americans, who have seen their standard of living fall and their children’s options narrow, will benefit. Mr. Obama wants to raise the minimum wage and tie it to inflation, restore a climate in which workers are able to organize unions if they wish and expand educational opportunities.
Mr. McCain, who once opposed President Bush’s tax cuts for the wealthy as fiscally irresponsible, now wants to make them permanent. And while he talks about keeping taxes low for everyone, his proposed cuts would overwhelmingly benefit the top 1 percent of Americans while digging the country into a deeper fiscal hole.
National Security
The American military — its people and equipment — is dangerously overstretched. Mr. Bush has neglected the necessary war in Afghanistan, which now threatens to spiral into defeat. The unnecessary and staggeringly costly war in Iraq must be ended as quickly and responsibly as possible.
While Iraq’s leaders insist on a swift drawdown of American troops and a deadline for the end of the occupation, Mr. McCain is still talking about some ill-defined “victory.” As a result, he has offered no real plan for extracting American troops and limiting any further damage to Iraq and its neighbors.
Mr. Obama was an early and thoughtful opponent of the war in Iraq, and he has presented a military and diplomatic plan for withdrawing American forces. Mr. Obama also has correctly warned that until the Pentagon starts pulling troops out of Iraq, there will not be enough troops to defeat the Taliban and Al Qaeda in Afghanistan.
Mr. McCain, like Mr. Bush, has only belatedly focused on Afghanistan’s dangerous unraveling and the threat that neighboring Pakistan may quickly follow.
Mr. Obama would have a learning curve on foreign affairs, but he has already showed sounder judgment than his opponent on these critical issues. His choice of Senator Joseph Biden — who has deep foreign-policy expertise — as his running mate is another sign of that sound judgment. Mr. McCain’s long interest in foreign policy and the many dangers this country now faces make his choice of Gov. Sarah Palin of Alaska more irresponsible.
Both presidential candidates talk about strengthening alliances in Europe and Asia, including NATO, and strongly support Israel. Both candidates talk about repairing America’s image in the world. But it seems clear to us that Mr. Obama is far more likely to do that — and not just because the first black president would present a new American face to the world.
Mr. Obama wants to reform the United Nations, while Mr. McCain wants to create a new entity, the League of Democracies — a move that would incite even fiercer anti-American furies around the world.
Unfortunately, Mr. McCain, like Mr. Bush, sees the world as divided into friends (like Georgia) and adversaries (like Russia). He proposed kicking Russia out of the Group of 8 industrialized nations even before the invasion of Georgia. We have no sympathy for Moscow’s bullying, but we also have no desire to replay the cold war. The United States must find a way to constrain the Russians’ worst impulses, while preserving the ability to work with them on arms control and other vital initiatives.
Both candidates talk tough on terrorism, and neither has ruled out military action to end Iran’s nuclear weapons program. But Mr. Obama has called for a serious effort to try to wean Tehran from its nuclear ambitions with more credible diplomatic overtures and tougher sanctions. Mr. McCain’s willingness to joke about bombing Iran was frightening.
The Constitution and the Rule of Law
Under Mr. Bush and Vice President Dick Cheney, the Constitution, the Bill of Rights, the justice system and the separation of powers have come under relentless attack. Mr. Bush chose to exploit the tragedy of Sept. 11, 2001, the moment in which he looked like the president of a unified nation, to try to place himself above the law.
Mr. Bush has arrogated the power to imprison men without charges and browbeat Congress into granting an unfettered authority to spy on Americans. He has created untold numbers of “black” programs, including secret prisons and outsourced torture. The president has issued hundreds, if not thousands, of secret orders. We fear it will take years of forensic research to discover how many basic rights have been violated.
Both candidates have renounced torture and are committed to closing the prison camp in Guantánamo Bay, Cuba. But Mr. Obama has gone beyond that, promising to identify and correct Mr. Bush’s attacks on the democratic system. Mr. McCain has been silent on the subject.
Mr. McCain improved protections for detainees. But then he helped the White House push through the appalling Military Commissions Act of 2006, which denied detainees the right to a hearing in a real court and put Washington in conflict with the Geneva Conventions, greatly increasing the risk to American troops. The next president will have the chance to appoint one or more justices to a Supreme Court that is on the brink of being dominated by a radical right wing. Mr. Obama may appoint less liberal judges than some of his followers might like, but Mr. McCain is certain to pick rigid ideologues. He has said he would never appoint a judge who believes in women’s reproductive rights.
The Candidates
It will be an enormous challenge just to get the nation back to where it was before Mr. Bush, to begin to mend its image in the world and to restore its self-confidence and its self-respect. Doing all of that, and leading America forward, will require strength of will, character and intellect, sober judgment and a cool, steady hand.
Mr. Obama has those qualities in abundance. Watching him being tested in the campaign has long since erased the reservations that led us to endorse Senator Hillary Rodham Clinton in the Democratic primaries. He has drawn in legions of new voters with powerful messages of hope and possibility and calls for shared sacrifice and social responsibility.
Mr. McCain, whom we chose as the best Republican nominee in the primaries, has spent the last coins of his reputation for principle and sound judgment to placate the limitless demands and narrow vision of the far-right wing. His righteous fury at being driven out of the 2000 primaries on a racist tide aimed at his adopted daughter has been replaced by a zealous embrace of those same win-at-all-costs tactics and tacticians.
He surrendered his standing as an independent thinker in his rush to embrace Mr. Bush’s misbegotten tax policies and to abandon his leadership position on climate change and immigration reform. Mr. McCain could have seized the high ground on energy and the environment. Earlier in his career, he offered the first plausible bill to control America’s emissions of greenhouse gases. Now his positions are a caricature of that record: think Ms. Palin leading chants of “drill, baby, drill.”
Mr. Obama has endorsed some offshore drilling, but as part of a comprehensive strategy including big investments in new, clean technologies.
Mr. Obama has withstood some of the toughest campaign attacks ever mounted against a candidate. He’s been called un-American and accused of hiding a secret Islamic faith. The Republicans have linked him to domestic terrorists and questioned his wife’s love of her country. Ms. Palin has also questioned millions of Americans’ patriotism, calling Republican-leaning states “pro-America.”
This politics of fear, division and character assassination helped Mr. Bush drive Mr. McCain from the 2000 Republican primaries and defeat Senator John Kerry in 2004. It has been the dominant theme of his failed presidency.
The nation’s problems are simply too grave to be reduced to slashing “robo-calls” and negative ads. This country needs sensible leadership, compassionate leadership, honest leadership and strong leadership. Barack Obama has shown that he has all of those qualities.

Powell Calls Out Bachmann
If her name sounds familiar, she is the right-wing fanatic representing the 6th Congressional District in Minnesota, who once said she was "hot for Jesus Christ" and once accosted the President after the 2007 State of the Union (see below). So yes, in many ways, she has quickly emerged as the Katherine Harris of the north -- just as divisive, just as shallow, and not nearly as attractive as she thinks she is.

The "Squeezing" of the Republican Party
Modern conservatism began as a movement of dissident intellectuals. Richard Weaver wrote a book called, “Ideas Have Consequences.” Russell Kirk placed Edmund Burke in an American context. William F. Buckley famously said he’d rather be governed by the first 2,000 names in the Boston phone book than by the faculty of Harvard. But he didn’t believe those were the only two options. His entire life was a celebration of urbane values, sophistication and the rigorous and constant application of intellect. Driven by a need to engage elite opinion, conservatives tried to build an intellectual counterestablishment with think tanks and magazines. They disdained the ideas of the liberal professoriate, but they did not disdain the idea of a cultivated mind...
But over the past few decades, the Republican Party has driven away people who live in cities, in highly educated regions and on the coasts. This expulsion has had many causes. But the big one is this: Republican political tacticians decided to mobilize their coalition with a form of social class warfare. Democrats kept nominating coastal pointy-heads like Michael Dukakis so Republicans attacked coastal pointy-heads. Over the past 15 years, the same argument has been heard from a thousand politicians and a hundred television and talk-radio jocks. The nation is divided between the wholesome Joe Sixpacks in the heartland and the oversophisticated, overeducated, oversecularized denizens of the coasts.What had been a disdain for liberal intellectuals slipped into a disdain for the educated class as a whole. The liberals had coastal condescension, so the conservatives developed their own anti-elitism, with mirror-image categories and mirror-image resentments, but with the same corrosive effect. Republicans developed their own leadership style. If Democratic leaders prized deliberation and self-examination, then Republicans would govern from the gut.
George W. Bush restrained some of the populist excesses of his party — the anti-immigration fervor, the isolationism — but stylistically he fit right in. As Fred Barnes wrote in his book, “Rebel-in-Chief,” Bush “reflects the political views and cultural tastes of the vast majority of Americans who don’t live along the East or West Coast. He’s not a sophisticate and doesn’t spend his discretionary time with sophisticates. As First Lady Laura Bush once said, she and the president didn’t come to Washington to make new friends. And they haven’t.”
The political effects of this trend have been obvious. Republicans have alienated the highly educated regions — Silicon Valley, northern Virginia, the suburbs outside of New York, Philadelphia, Chicago and Raleigh-Durham. The West Coast and the Northeast are mostly gone. The Republicans have alienated whole professions. Lawyers now donate to the Democratic Party over the Republican Party at 4-to-1 rates. With doctors, it’s 2-to-1. With tech executives, it’s 5-to-1. With investment bankers, it’s 2-to-1. It took talent for Republicans to lose the banking community.
Conservatives are as rare in elite universities and the mainstream media as they were 30 years ago. The smartest young Americans are now educated in an overwhelmingly liberal environment. This year could have changed things. The G.O.P. had three urbane presidential candidates. But the class-warfare clichés took control. Rudy Giuliani disdained cosmopolitans at the Republican convention. Mitt Romney gave a speech attacking “eastern elites.” (Mitt Romney!) John McCain picked Sarah Palin.
Palin is smart, politically skilled, courageous and likable. Her convention and debate performances were impressive. But no American politician plays the class-warfare card as constantly as Palin. Nobody so relentlessly divides the world between the “normal Joe Sixpack American” and the coastal elite. She is another step in the Republican change of personality. Once conservatives admired Churchill and Lincoln above all — men from wildly different backgrounds who prepared for leadership through constant reading, historical understanding and sophisticated thinking. Now those attributes bow down before the common touch.
And so, politically, the G.O.P. is squeezed at both ends. The party is losing the working class by sins of omission — because it has not developed policies to address economic anxiety. It has lost the educated class by sins of commission — by telling members of that class to go away.

A Letter from President Bush
Dear Sirs, I am writing you on a matter of grave importance. It’s hard for me to express to you how deep the economic crisis in America is today. We are discussing a $1 trillion bailout for our troubled banking system. This is a financial 9/11. As Americans lose their homes and sink into debt, they no longer understand why we are spending $1 billion a day to make Iraqis feel more secure in their homes.
For the past two years, there has been a debate in this country over whether to set a deadline for a U.S. withdrawal from Iraq. It seemed as if the resolution of that debate depended on who won the coming election. That is no longer the case. A deadline is coming. American taxpayers who would not let their money be used to subsidize their own companies — Lehman Brothers, Bear Stearns and Merrill Lynch — will not have their tax dollars used to subsidize your endless dithering over which Iraqi community dominates Kirkuk.
Don’t misunderstand me. Many Americans and me are relieved by the way you, the Iraqi people and Army have pulled back from your own brink of self-destruction. I originally launched this war in pursuit of weapons of mass destruction. I was wrong. But it quickly became apparent that Al Qaeda and its allies in Iraq were determined to make America fail in any attempt to build a decent Iraq and tilt the Middle East toward a more democratic track, no matter how many Iraqis had to be killed in the process. This was not the war we came for, but it was the one we found.
Al Qaeda understood that if it could defeat America in the heart of the Arab-Muslim world, that it would resonate throughout the region and put Al Qaeda and its allies in the ascendant. Conversely, we understood that if we could defeat Al Qaeda in Iraq, in collaboration with other Arabs and Muslims, that it would resonate throughout the region and pay dividends. Something very big was at stake here. We have gone a long way toward winning that war.
At the same time, I also came to realize that in helping Iraqis organize elections, we were facilitating the first ever attempt by the people of a modern Arab state to write their own social contract — rather than have one imposed on them by kings, dictators or colonial powers. If Iraqi Shiites, Sunnis and Kurds can forge your own social contract, then some form of a consensual government is possible in the Arab world. If you can’t, it is kings and dictators forever — with all the pathologies that come with that. Something very big is at stake there, too.
It’s not the stakes that have changed. It is the fact that you are now going to have to step up and finish this job. You have presumed an endless American safety net to permit you to endlessly bargain and dicker over who gets what. I’ve been way, way too patient with you. That is over. We bought you time with the surge to reach a formal political settlement and you better use it fast, because it is a rapidly diminishing asset.
You Shiites have got to bring the Sunni tribes and Awakening groups, who fought the war against Al Qaeda of Iraq, into the government and Army. You Kurds have got to find a solution for Kirkuk and accept greater integration into the Iraqi state system, while maintaining your autonomy. You Sunnis in government have got to agree to elections so the newly emergent Sunni tribal and Awakening groups are able to run for office and become “institutionalized” into the Iraqi system.
So pass your election and oil laws, spend some of your oil profits to get Iraqi refugees resettled and institutionalize the recent security gains while you still have a substantial U.S. presence. Read my lips: It will not be there indefinitely — even if McCain wins.
Our ambassador, Ryan Crocker, has told me your problem: Iraqi Shiites are still afraid of the past, Iraqi Sunnis are still afraid of the future and Iraqi Kurds are still afraid of both. Well, you want to see fear. Look in the eyes of Americans who are seeing their savings wiped out, their companies disappear, their homes foreclosed. We are a different country today. After a decade of the world being afraid of too much American power, it is now going to be treated to a world of too little American power, as we turn inward to get our house back in order.
I still believe a decent outcome in Iraq, if you achieve it, will have long-lasting, positive implications for you and the entire Arab world, although the price has been way too high. I will wait for history for my redemption, but the American people will not. They want nation-building in America now. They will not walk away from Iraq overnight, but they will not stay there in numbers over time. I repeat: Do not misread this moment. God be with you.

An Exit Strategy
In this context, they offer two things we must do and one thing we must not do.With the Bush administration now working out an agreement on having American troops out by 2012, understanding how this withdrawal will proceed is vital. Basra is as an example of what an exit strategy might look like — and of the dangers of getting it wrong.
After the 2003 invasion, control over southern Iraq was handed over to British forces. Without adequate troops to protect the population, security in Basra deteriorated, the British
withdrew and Shiite militias took control. In late March of this year, Prime Minister Nuri Kamal al-Maliki launched an offensive in Basra to clear the city of militias, but the Iraqi Army quickly got bogged down. American special operations forces and combat advisers reinforced Iraqi units, providing crucial air and fire support and detailed intelligence, surveillance and reconnaissance. As a result, Iraqi security forces turned the tide and now control the city.
The lesson of Basra is clear: a rapid withdrawal risks a resurgence of violence, but a responsible drawdown and a reorientation of the mission away from combat and toward advising Iraqi forces stand a good chance of advancing our interests in Iraq at acceptable cost.
Under this model, embedded military advisers would provide just enough help to give Iraqis what they need on the battlefield, but not so much that it stymies their development and perpetuates a view of Western occupation. Yet this transition is risky. Security gains could come undone if Iraqis fail to strike political deals on elections, oil revenues and disputed territories. Sectarian conflict could also reignite if the Shiite-dominated government fails to accommodate the predominantly Sunni
“Sons of Iraq,” the 100,000 security volunteers, many former insurgents, who have taken up arms against Al Qaeda.
The biggest challenge America will face is our rapidly diminishing leverage. Iraq’s
government is increasingly asserting sovereignty, demanding a new bilateral security relationship with the United States with more constraints on how American forces operate — and limits on how long they can stay. Mr. Maliki and his advisers have inflated confidence in the ability of the Iraqi forces to maintain security that has reduced our influence. This is apparent in the negotiations over a United States-Iraq security framework. The draft pact agreed to last month seems likely to establish a timeline for withdrawing American forces and moving from a lead combat role to a support role, but it asks little of Iraqis in return for continued assistance through 2011 and beyond.
First, we must adopt a policy of strategic conditionality at the presidential level. For two years, the perception of an American blank check has been reinforced by regular video conferences in which President Bush has assured Mr. Maliki of his unwavering support. This has to change. The next president must make it clear that we do not endorse a particular set of Iraqi leaders, but rather the system as a whole, and thus our financial and military support is contingent upon progress toward political accommodation and improved governance. Most Iraqi leaders want continued security assurances, technical support for Iraqi ministries and help in renegotiating
debt obligations and other financial liabilities. This support should be tied directly toward governmental progress.
Second, we must exploit our still-significant leverage over Iraq’s security forces. While Mr. Maliki and others may be overconfident, the truth is that recent Iraqi operations in Basra, Sadr City and Mosul would not have succeeded without American military support. Underneath their rhetoric, most Iraqi leaders — civilian
and military — understand they are not able to provide domestic order, combat terrorism or deter external foes without some continued American support. There are disturbing reports that the Iraqi government has been cracking down on the Sons of Iraq and stalling their integration into the Iraqi security forces. If Mr. Maliki persists in pursuing this sectarian agenda, our support — including technical advice and weapons sales — should be limited accordingly.
Last, it is vital that the next president not send a signal that he hopes to establish an enduring Korea-style presence in Iraq. Most Iraqi leaders want continued American military support for several years, but do not want a permanent presence beyond the minimum advisory effort. If the next administration tries to lay the groundwork for an indefinite footprint, it will be forced to give in to all sorts of Iraqi demands.
